Fine Over Books Published by Mission Eurasia

Petr Mitskevich, Chairman of the Russian Union of Evangelical Christians-Baptists, was fined over books published by Mission Eurasia that were found in the seminary library.

By Order No. 629-r of the Ministry of Justice of the Russian Federation, dated May 13, 2026, Mission Eurasia was added to the list of foreign and international non-governmental organizations whose activities have been declared “undesirable” in Russia.

On July 20, 2026, the Perovsky District Court of Moscow imposed an administrative penalty on Petr Mitskevich under Article 20.33 of the Code of Administrative Offenses of the Russian Federation.

This article provides for fines for participation in the activities of a foreign or international organization whose activities have been declared undesirable in Russia.

The court ruling in the administrative offense case states:

“Mitskevich P. V., acting in his official capacity as rector of the Moscow Theological Seminary of Evangelical Christians-Baptists, a religious institution of higher theological education, participated in the activities of a foreign or international organization whose activities had been declared undesirable in accordance with the legislation of the Russian Federation […]

Specifically, on May 15, 2026, at 4:40 p.m. […] during an inspection of the reading room and library located at the Moscow Theological Seminary of Evangelical Christians-Baptists, informational materials (books) published by Mission Eurasia were discovered […]

[The organization], by Order No. 629-r of the Ministry of Justice of the Russian Federation dated May 13, 2026, was added to the List of Foreign and International Non-Governmental Organizations Whose Activities Have Been Declared Undesirable. Thus, the Moscow Theological Seminary of Evangelical Christians-Baptists participated in the activities of a foreign or international organization whose activities had been declared undesirable in the Russian Federation […] by storing and distributing informational materials (books) published by Mission Eurasia, thereby committing an administrative offense under Article 20.33 of the Code of Administrative Offenses of the Russian Federation.”

Under this article, Mitskevich faces a fine ranging from 50,000 to 100,000 rubles. The primary concern is the risk of criminal prosecution under Article 284.1 of the Criminal Code of the Russian Federation if a repeat violation is recorded within one year.
